PW-SEV/BRG 500kV transmission project
The Arizona Corporation Commission (ACC) voted unanimously (5-0) to approve a Certificate of Environmental Compatibility (CEC) for the Pinal West to Southeast Valley/Browning (PW-SEV/BRG) project. The ACC reached its decision on Aug. 16, 2005 after completing the decision process. The Commissioners approved a route that slightly differs from the route recommended by the Line Siting Committee, specifically in the Coolidge area.
On Nov. 19, 2008, the ACC issued Decision No. 70610 approving SRP's request to include a 230kV circuit on the 500kV structures:
- From the Santa Rosa/Test Track Substation to a point on Cornman Road, near the intersection with Thornton Road (segment identified in green on map); and
- From the Pinal Central (formerly Pinal South) Substation to the Abel (formerly Southeast Valley) Substation (segment identified in blue on map).
SRP made the request in a June 30, 2008 compliance filing to the ACC (under Condition No. 23 of the CEC).
With the Commission's approval of these two segments of 230kV circuit, the transmission line for the
certificated route from Santa Rosa to Abel will be 500/230kV double circuit. The Commission
previously approved the 230kV segment from Thornton Road (on Cornman Road) to the Pinal
Central Substation in December 2006 (Decision No. 69183) under a separate Condition No. 23
filing.

On June 4, 2008 the Commissioners voted to deny SRP's request to expand the corridor width west of the Pinal Central (formerly Pinal South) substation (near the Pinal County Fairgrounds). As a result, the original route approved in the August 2005 CEC decision remains in effect. That route will traverse along the south side of Laughlin Road alignment from Curry Road to Eleven Mile Corner Road, crossing through the Pinal County Fairgrounds just north of the oval track, and then into the Pinal Central (formerly Pinal South) Substation.
Construction of the line in this area is anticipated to begin in 2009 with an anticipated in-service date of 2011.

Background on motion to amend
On April 4, 2008, SRP filed a motion to amend the decision of the ACC (2.1MB PDF) regarding the CEC that calls for expanding the permitted corridor width west of the Pinal Central (formerly Pinal South) substation and requests expedited consideration.
ACC hearings
On April 24, 2008 at an ACC open meeting, the Commissioners voted to consider SRP's request to expand the permitted corridor width west of the Pinal Central (formerly Pinal South) substation and referred the matter to the Hearing Division for all future proceedings. On May 9 the Hearing Division issued a procedural order (735K PDF) that schedules a public comment meeting and evidentiary hearing.
ACC public comment meeting
The ACC held a public comment meeting on May 20, 2008 beginning at 7 p.m. at the Pinal County Fairgrounds, located at 512 South Eleven Mile Corner Road in Casa Grande. The public was invited to attend and provide input on SRP's request. SRP and the County were in attendance at the meeting to answer any questions from the public.
ACC formal hearing
The ACC also held a formal hearing on SRP's request on May 30, 2008 at 10 a.m. at the ACC offices located at 1200 West Washington Street, in downtown Phoenix. The public was also invited to attend this hearing. The Commissioners held a special open meeting on June 4, 2008 to vote on the matter (view the meeting notice).
