PW-SEV/BRG 500kV transmission project

The Arizona Corporation Commission (ACC) voted unanimously (5-0) to approve a Certificate of Environmental Compatibility (CEC) for the Pinal West to Southeast Valley/Browning (PW-SEV/BRG) project. The ACC reached its decision on Aug. 16, 2005 after completing the decision process. The Commissioners approved a route that slightly differs from the route recommended by the Line Siting Committee, specifically in the Coolidge area.

Request to expand 500kV power line corridor in Pinal Co.

On April 4, 2008, SRP filed a motion to amend the decision of the ACC (2.1MB PDF) regarding the CEC that calls for expanding the permitted corridor width west of the Pinal South substation and requests expedited consideration.

ACC hearings
On April 24, 2008 at an ACC open meeting, the Commissioners voted to consider SRP's request to expand the permitted corridor width west of the Pinal South substation and referred the matter to the Hearing Division for all future proceedings. On May 9 the Hearing Division issued a procedural order (735K PDF) that schedules a public comment meeting and evidentiary hearing.

ACC public comment meeting
The ACC will hold a public comment meeting on May 20, 2008 beginning at 7:00 p.m. at the Pinal County Fairgrounds, located at 512 South Eleven Mile Corner Road in Casa Grande. The public is invited to attend and provide input on SRP's request. SRP and the County will be in attendance at the meeting to answer any questions from the public.

ACC formal hearing

The ACC will also hold a formal hearing on SRP's request on May 30, 2008 beginning at 10 a.m. at the ACC offices located at 1200 West Washington Street, in downtown Phoenix. The public is also invited to attend this hearing. The Commissioners may vote on the matter at the conclusion of the formal hearing or may schedule a meeting for a later date to vote on SRP's request.

Landowners/homeowners located near the affected area should receive two mailings providing details on the public comment meeting and the formal hearing:

Review the ACC's August 2005 CEC decision (2.4MB PDF) and the amendment to such that widens the corridor width for certain portions of the project in the Florence area.

Construction updates

In accordance with the 500kV CEC condition #25, packets depicting the line route, depicting the poles and announcing the June energization of the Browning to Dinosaur segment were mailed to the developers and homebuilders within one mile of this portion of the line route the week of April 23, 2007.  Additional information will be mailed as future line segments near completion.

Requests for reconsideration

Since the CEC was approved by the ACC, four requests for reconsideration were submitted.

On Sept. 28, 2005 the ACC held a special open meeting for the purpose of considering the four Applications for Rehearing of Decision No. 68093. The Pulte Homes' Application for Rehearing/Reconsideration was the only application discussed at the meeting. The other applications were deemed denied due to lapse of time.

Following discussion of the Pulte Application for Rehearing/Reconsideration, the Commissioners voted unanimously to grant the Pulte application and to consider the request for an expanded corridor width for the area from Node 81 south to the northern bank of the Gila River at a future ACC meeting to be determined. The Commissioners requested that Pulte and interested parties file a brief with the ACC clarifying their position on the Pulte request within 10 days.

The ACC held a special open meeting Nov. 9, 2005 at which the Commission voted unanimously on the Pulte request for reconsideration of the CEC decision. The amended decision extends the 500kV transmission line corridor width to a half mile on the east side of the centerline of the Valley Farms/Cooper Road section line, but for only the area that is north of the state land to the Union Pacific Railroad. Pulte's original request was to expand the corridor width to include the state land as well as the land located south of the state land to the north side of the Gila River.

  • July 20, 2005 (special public comment session held in Casa Grande)
  • Aug. 15-16, 2005

The ACC voted unanimously to confirm a CEC for the project on Aug. 16, 2005.
